Why for the same DLL, exposed properties are different for VB and C#?

I am working on a DLL provided by a software package. I am very confused to find that one important properties is not exposed when I'm calling in C# project while it is present in VB.NET project. Anyone can explain this? I had thought for the same DLL, it should expose same properties/methods for either .NET languages. And anyone can give me some hint on how to get the properties exposed in VB.NET? Thanks a lot.
