Unable to send but can receive emails.

Client has installed a new server, with Windows SBS 2003, and exchange, the problem, was they were able to send messages but not receive, now they are unable to send but they can receive.

recieve from who.. internal/external cannot send to whom internal/external ?

send and receive externally. their mail provider is external, and connected using vPOP3

issue was resolved, was a problem on the email hosting side.
