Any user who loggs in the the server same background has to be displayed.

I want to use my customized background.When ever a user loggs to the server with any username and pass desktop background has to be the same.

    Use group policy on the server:

    user config > administrative templates > desktop > active desktop > active desktop wallpaper.  Set it to whatever file you wish.  Also see:

    user config > administrative templates > control panel > display > prevent changing wallpaper

    or what you can  do is login as you make all the necessary changes and then copy the desktop folder of your loca profile to the all users profile .This way any new user who have the same desktop.
    But this wouldn't prevent users from changing the desktop settings.
    If you strictly want to restrict the desktop settings go with the group polict as mentioned above.
