Problem with terminal server licensing on 2003 domain

I'm currently running a Win2003 domain with two Win2000 terminal servers. The problem is, I cannot activate terminal server licensing neither on the DC nor the terminal server itself. When I open the Terminal Server licensing console, I get "no terminal server license server is available" and cannot connect to any server.

This seems strange, any ideas?
