Dell poweredge 2600 ,PERC 4/DI Controller - RAID 1 What is the best way to upgrade?

I have  RAID 1 that is a virtual disk.  I have 2 partitions C and D.  C is quickly filling up, and I need to add more disk space.

What is the best way to add more storage space?

or Acronis Disk Director if this is win Server 2003.

That can be used to Image the drive, and resize i also.

O.k.  lets say I go ahead and image the drive.  What then?  take both drives offline, remove them, configure the new drives in the BIOS then copy the image? Do I first boot to the OS? or does the Utility that you had mentioned above have that option?

You would image the present drive, ( preferably twice )
Install the new hard drives, create the RAID via the PERC firmware, create and format your partitions, and restore the image by partition.

When done, you may need to set the first partition active and possibly do a FIXMBR or fixbot via the repair console.

As another option, my D partition has a lot of space.  Is it also possible to make the D partition smaller and increase the partition C size with the new space? My OS is server 2003.

If the partition are both  Basic, then you can probably do this with Acronis Disk Director.

What OS is this ?

The OS is Server 2003,  I had checked the Disk Director website.  Server 2003 is not listed as a supported O.S.
