Exchange 2003, "Folder Assistant" button... Where? How?

What permissions and where do I need to give them to get the "Folder Assistant" button for a mail-enabled public folder? Or is it always there and I'm just looking in the wrong place?

Right click on the public folder, properties, administration - "folder assistant"

You will need to have "owner" rights.
