Web Page Expands beyond background

Im building a website at http://www.fidelityhomesinc.com/development/index_ver5.htm
I am using relative positioning to locate the elements.  As i do the the web page gets longer.  Check the example at the URL above.  I am using FrontPage 2003 to cut and paste code into, and do some building with the gooy interface.

I am trying fit all the objects on a graphic with a predefined height and width.

your page is way off in Firefox. In IE I see what you mean. but before fixing anything, you need to code it keeping standards in mind.

always use a DOCTYPE at the top of your HTML. strict DOCTYPE is best for ensuring browser follow standards and getting a more closer rendering of your code across browsers.

next use a global reset. i.e. put this at the top of your CSS:

* {margin:0;padding:0} /* this will rest default margins paddings for all elements thereby giving you a level playing field to start from as different browsers have different defaults. following this you can apply margins and paddings only where you need them */

for your type of design, don't use positioning. esp. relative positioning. use a mix of floats and absolute positioning. or floats alone.

and lastly remember to clear floats after you use them when you want the document to return to normal flow.
