Account member to create new email on Exchange 2003

On 2003 AD, when you're creating new user account then you'll also create new email with domain admins account. But if you're not domain admins, you can not create new email.
Which account member do i need to create new email on exchange 2003 server beside domain admins account?

    You need to delegate access in ESM to those users. It isn't account membership.
    Right click on the Exchange org and choose Delegate control. Step through the wizard.

    It's work. thanks... but I still need this same account to join/disjoin computer desktop to domain or install program without domain admins account?

    That is something different elsewhere in AD. Has nothing to do with Exchange. You need to delegate that permission to the accounts.
    Installing applications requires administrative access. If you don't want to make the user a domain admin then you are going to have to find a way to add that user or a special group to the local admins group on all the workstations. I would suggest a group (Desktop Admins for example) and then you can add and remove accounts on the server as required.

    Don't ask me for advice on how to do the above - I have seen it done, but haven't done it myself - I am an Exchange specialist, not a desktop admin.
