GPO: help to create %username% folder at logon with correct DACL and offline folder settings.

Windows 2003 server native mode network with approx 100 users. We have a new storage server, and I would like to use a gpo (not folder redirection) that will automatically create a folder based on %username% if it doesn't already exist. If it does exist, map to it and also use offline Folder Settings. I have a script set up using "Net Use h: \\server\users\$username%" but the folders are not automatically created at logon if they don't exist. I think I need correct DACL settings on the "users" folder.  I don't want to have to manually create 100+ user folders.
I would like for the network admin/backup operator to have access to these files along with the user that created them. The CEO does not want me to use "My Documents" folder redirection, but essentially that's what I need to do with an "H:" folder.

This will create the folder if don't exists

if NOT EXIST \\server\users\%username% (
  md \\server\users\%username%
)

Net Use h: \\server\users\%username%

I think is better if you create the folders with the appropriate permissions using a script. Now you must let your users create folders in \\server\users so they can go there and create other folders if they want.

Okay, that answers the part of the question with regards to creating the folders. However, how should I configure the DACL so only the admin/backupOperator/creator can access, and also, is it possible to automatically enable offline folders with this technique?

For the ACL part the permissions must be something like this

Administrators or Domain Admins - Full Control
SYSTEM - Full Control
yourusername - Read & Execute, Write
Backup Operators -  Read, Write

I will take a look to the Offline folders conf
