Can the current Open Office (2.2) read Open XML file format by MS Office 2007?  If so, how?

Not in general.
There is an extension/translator that can do it but works only with latest Novell editions of OpenOffice: see  http://www.linuxworld.com/news/2007/030507-novell-translator.html?page=1 for info and download

Thanks!  do you know if that's open source and is portable to Ubuntu or any other flavor of Linux/Win?    What about future roadmaps?

For Windows:
You can download the Novell edition of OpenOffice here: http://download.novell.com/index.jsp
And you can download the OpenXML plugin from the link I already posted.

For Linux
OpenSUSE is freely downloadable too. Maybe you can just download OO from OpenSuse repository and try installing it on Ubuntu

Novell is contributing quite a bit to OpenOffice but I'm not sure is they plan to merge OpenXML back to the main tree
