Emergency contact list for offline.

We are trying to set up an emergency contact list set up on the blackberries, we live in Florida so Hurricanes are always a problem,   Blackberry has something called ecl (emergency contact list) that pushes information to the blackberries but if the server is down it will not keep the information, does anyone have a similar product that  I can use. by the way ECL does have an option where it sends the info to a program called custom catcher, but thats is not working. Its says it sent the info successfully but nothings shows on the blackberry devices. thanks,
