Sound Recorder program in XP home Accessories is missing

Using XP Home, if the Sound Recorder is not available in Accessories, how do I (simply) re-install it

    start>run>type sndrec32.exe and hit enter?
    does it start Sound Recorder?

    if yes then open C:\Windows\system32
    right click on sndrec32.exe and click Copy

    right click on Start Button and click Open All Users
    right click and Paste Shortcut
    rename it to Sound Recorder

    if sndrec32.exe is not there, you can copy it from another xp system to system32 folder
    or run sfc /scannow from start>run

    Are you sure the program is missing?  The shortcut on my system points to \Windows\System32\sndrec32.exe
