    Please contact Microsoft Support for this problem so they can get you new UPDATE.EXE and UPDSPAPI.DLL files.

    Reference the newsgroup post when you call them which is titled: "Installing SP1 for W2K3 dies in cleanup phase if too many hotfixes"

    Support calls for service pack related issues are FREE of charge.
