Remote Desktop folder lock

I have a widows 2003 server where three users log into it via remote desktop. The server is not part of a domain just a stand alone system. I want to lock the three users into a single folder where they can create, delete files and sub folders. Is this possible without having to purchase any add on management tools?

Why are they using remote desktop?  

And what type of files are these?

Because with a standard Server 2003 installation you would not be able to have more than TWO users log onto the server remotely without getting Terminal Server CALs to run the server in Application Mode... and in it's current Administration Mode, the users can't really run applications without serious side effects.

There are plenty of options to share a folder or synchronize files... it would help if you described a bit more about what type of files these are or what applications are being used.

Appreciate the comments I went ahead and used FTP for file transmissions this allowed me to create user accounts and lock them in their home directories.
