Can't change parental control settings in Windows Vista Home Premium.

I've been using Microsoft Vista Home Premium for about two months at home.  I created user accounts for my family members.  Originally, each account was able to access the internet successfully.  I set up parental controls for each account so that I could track all the websites they visited.  (I found that I could not block sites using the parental control feature; best I could do was track the sites.)  About 3 weeks ago, they were no longer able to access the internet.  And when I am signed in as administrator, I receive this message when I try to modify their account "unable to make changes to parental controls settings.  If this problem persists, see your system administrator".

I assume you've done simple things like restart the machine?

Check the Event Logs:

Start -> Control Panel -> Admin Tools -> Event Viewer

Look in the following logs for anything noteworthy around the time you got the error message:

 Windows Logs -> Applications. Also Security and System logs

Also look at the following log:

 Application and Services -> Microsoft -> Windows -> Parental Controls

Have you  tried to make the change in safe mode this may help.

r-k, sorry for the delay in responding.  We had a family celebration last weekend that left me with little time for the past 2 weeks.

When I check the event viewer, it says 'Event Log service is unavailable.  Verify that the service is running.'  When I checked if the service is running, I found that it wasn't started.  When I try to start it, I get: ' Windows could not start the parental controls service on Local Computer'.  Error 0x800706b5: The interface is unknown'.

See if starting the "Windows Event Log service helps. Also, set its startup type to "Automatic"

I tried starting the Windows Event Log Service.    I received this message:  "Windows could not start the Windows Event Log service on Local Computer.   Error 4201:  The instance name was not recognized as valid by a WMI data provider.

I just googled the error 4201 message, and found that lots of people are experiencing this problem.  Seems to be a Vista bug.  I don't have time yet to play with the solution they suggest, but it seems that the solution didn't work for everyone.

Well, I tried the solution described above.  I think I followed it correctly, but it didn't work.  

This week, I contact www.hp.com for my new computer.  I chatted for two hours with the support, and they resolved my problem.   I had to change the security on c:\windows\system32\logfiles.  I right clicked on it, chose properties, security, Advanced, Owner, and changed the security from the admin account I had set up to the built-in admin account.  Prior to doing this, I had to activate my built-in administrator account by doing something in the registry using regedit:(HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\Current Version\Winlogon\SpecialAccounts\Userlist.  I was asked to change Administrator to have a data value of 0x00000001 (1).  )

So my computer is almost back to normal.    I still have a couple problems:  printer is not working on at least one of the accounts.  But the internet and parental controls now works on all the accounts.  And the event log has data.  Thanks everyone for your willingness to help.
