Need to recover the data from a DISK. Disk can not spin

I have a Samsung 200GB SATA drive mdel SP2004C. The drive was in an enclosure. Today for some reason is not working and i can not afford loosing my data since i have very important info there. I replaced the board with a new one after i bougt the same disk again today but still nothing. THE PROBLEM IS THAT THE DRIVE IT CAN NOT EVEN SPIN.  It tries to spin but it stacks and the stops. Please help me this is very very important.

Your only option here is to send it to a Recovery Agency. One of the best is Gillware, but you can also google for one that may be located closer to you. Most such agencies give you a quote on the costs, and you only need to pay if the recovery was successful.

I agree with Rindi that you need to send this out for professional repair.

I would have done that first, since replacing the board may also have caused additional damage.

In a few cases I had luck with tapping the side of the drive with a screwdriver to get it spinning. But from description it sounds like the drive starts spinning, then the heads try to load, then they retract and the drive shuts down. The tapping trick is unlikely to work in that case. I also suggest Gillware as rindi already did. They don't charge you if they can't recover the files.
in some cases, it helps if you put the drive in a zip lock bag in a freezer; then it runs for  a short period of time, so be prepared when you take it out to immediately connect it,it and try to copy your data
