Bypass Outlook Security

I have an access database that sends out automated emails.  I have to upgrade it to Office 2003.  With that comes Outlook security patch to prevent automated emails.  I need a way around it WITHOUT using any of the following: SMTP, Redemption, Click-Yes or any third party software.  It pretty much needs to be stictly code or something that will work with what little options I have. The machine is Windows Server 2003 and I have Exchange 2003. I'm not sure what other information is helpful, but if needed, just ask.  I'll give whatever I can.  Here is the code that's being used so far.  I didn't create it, and I don't really know anything about this whole programming thing.

    Thank you for your input.  However, I need a much simpler and easier solution.  Unfortunately if the company allowed use of third party software, I wouldn't be in this perdicament.
