Microsoft's time server regularly fails to respond.  There could be a local problem to the machine, but trying a different time source is the most likely best next-step.  You can specify multiple time servers on the command-line using /setsntp:"<space-delimited server list>", for example:

net time /setsntp:"ntp2a.mcc.ac.uk ntp2b.mcc.ac.uk ntp2c.mcc.ac.uk ntp2d.mcc.ac.uk time.windows.com"

 - mcc.ac.uk is Manchester University in the UK - they offer four seperate time servers free of charge & no requirement to register.  Additional sources of time can be found at http://support.ntp.org/bin/view/Servers/WebHome
