template form wont work outside of office

i created a template form in outlook and it works fine if i send it to people in my office but not if i send it to other people.

what have i done wrong - it is security issue or have i not created it correclty?

    Hello ellandrd,

    Please describe what you mean by "not working".

    My guess is that for internal mail it is being sent as HTML but for external mail it's going as
    plain text, or some such thing...

    not the email is sent but the form i created doesn't shown - only my signature shows.
