Exchange 2003 not populating form active directory

exchange 2003 not populating new e-mail boxes from added users in active directory.  
event log\application LOADED with errors relating to:
"Cannot read the root entry on directory"maya.vaf.local". Cannot access configuration information.


AND

"Failed to read attribute msExchUserAccountControl form active directory for /o=First Organization/ou=First Administrative Group/cn=Recipients/cn=sales"

ADDITIONALLY anytime a user tries to login to any machine that is not their primary, " the vaf domain is not available" message appears.  same with VPN and OWA

Sounds like you have a global catalog problem.  Are your dc's configured as Global Catalog servers?  Did you recently lose a dc that may host the global catalog.  If you did you may need to configure another server to host the GC.  Use AD sites and services to configure a dc to become a global catalog.  I think that it is in the NTDS properties dialog.  

How many DC's do you have?  Use replmon to ensure that you are not having a replication problem due to connectivity.  This may be another reason why you are not seeing new user in Exchange.

Single wonderbox, server 2003 dc,dhcp,dns,exch,RAS  
clean install last saturday, everything worked fine until tuesday.

Something got corrupt in AD.  You can use ntdsuti to try repair the database.
