Well this isn't really something for Exchange since Exchange doesn't have a directory.
What you have to do is to allow your web server to interrogate Active Directory and present those fields you need into the web page. This is done over LDAP, obviously, and requires either anonymous access to the AD (not great) or some kind of authenticated access.
So the question you have for your devs is, how are they at LDAP?

Is this for a public or private web site?
If it is for a public web site then it is not something that I would advise. It could lead to increase in spam and other abuse.

This will be Private.
This is going to be run on the clients intranet.

Why reinvent what has already been done? rDirectory.
