Advice for developing application for cell phones

I am looking for advice on developing a survey style application for cell phones.. Since cell phones are changing so much what would be the best method to create a survey or quiz piece of software.. Should it be for only browser enabled phones or WAP.. I am not sure what the total limitations are yet.  Does anyone know of some good information for using CFMX for cell phone applications

Many phones these days are actually capable of reading HTML pages but I would suggest you use WML/WMLscript  because that will give you a broader phone compatibility level, for people with older phones.
Using coldfusion you can output WML/WMLScript just like you do with HTML/JavaScript you just need to learn the syntax which is very similar.

So how does this work for phones like the iPhone?  Can it still read WML since it has Safari built into it.. Do you have to build two versions of the site?

That's a good point, from what I understand the iPhone does not support WML so you will probably want to use the CGI.HTTP_USER_AGENT variable to determine what kind of browser they are using and then determine based on that wheather you display it in HTML or WML.
