Not able to send email from outlook express.Error 0x800cccoe,0x800cccoF

    This error message basically tells you that for some reason you can't connect to your ISP to send outgoing mail.  There are many possible causes.  The first thing I would do is double check your account settings as it could just be a typo, we all make them ( .vs, for example).  Secondly, disable your anti-virus programs email scanner.  Certain scanners have been known to block the port that is needed to send outgoing mail.  If those two things don't help, then here is the microsoft help page for those errors:
