Cannot view the option of change password in OWA for some users - Windows Exchange Server 2003

Users that are in a specific store, cannot view the option of Change Password in OWA. But, when you move then to another store in the same server, they can view the option of Change Passwors in OWA.
Any guess?
I use Windows Exchange Server 2003

    You could try resetting the Change Password function.  The follow KB Article describes in detail how to do it.
