When you start a fax page from within the control center it always makes you use a cover page.  When you print your document to the "fax" printer, you can deselct the cover page.  I've run into this many times myself.  I'll try to find out why for you.

by: I can figure from the looking around U did.  When you use the "Send Fax" wizard in the fax utility, it expects you to use a cover page.  I guess this is in case you are just sending a fax message to someone.  When you start a fax document by printing to the "fax" printer, it knows that there are other pages already existing in the fax and lets you decide whether or not to use a cover page.
