Modem only dials once, and won't dial again until restart

We have a client on dialup.  When her computer is here in our shop, it will dial the connection over and over again.  When she gets it back home, it will dial up once...and not again until she restarts the machine.  We have changed out the modem three times, and each one had a different chipset.  Scratching our heads.  All ideas are welcome.

Appears that modem is not completely disconnecting when ATH (hangup) command is issued. Check with customer and see what other devices are connected to phone lines. Also have them check to see if there is a dial tone on phones after ending modem session and prior to reboot.

are you dialing the same numbers?

what application is doing the dialing?

is it a voice modem, if so, is it being used for its voice features?
