We built a few new Win2000 boxes on a new subnet.  Since there was no
>TS license server on this segment, I added the following registry entry on
>each box to point to a server with the service running on another subnet:
>
>[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\TermService\Parameters
>]
>"UseLicenseServer"=dword:00000000
>"DefaultLicenseServer"="servername"
>
>"Servername" is pingable from the new boxes, but I am still getting errors
>in the event log saying that no TS licensing server can be found.

That key is NT-only, see http://support.microsoft.com/kb/284967 ("UseLicenseServer Registry Key Is Not Used By Windows Server 2003, Windows 2000, or Windows XP"). Use the method described in http://technet2.microsoft.com/WindowsServer/en/Library/46844a6e-386f-4ce3-98e5-d5377b5d6ba91033.mspx  ("Set preferred Terminal Server license servers") instead.
