Granting rights for enable and disable user account only

I want grant rights to special user for only enable and disable user account

    There is no simple way to do this as the delegation of control wizard does not permit this level of detail.

    Load Active Directory Users and Computers
    Navigate to the OU containing your organizations user accounts.
    Right Click the OU - All Tasks - Delegate Control
    Click Next.
    Select the user accounts or groups
    Click Next.
    Select "Create a custom task to delegate"
    Select "Only the following objects in the folder"
    Check "User Objects"
    Click Next
    Select userAccountControl

    you can assign this rights to any account you want.

    I  Select "userAccountControl" on delegate a user id ,but this is not working , this user account will change, add, delete user account function
