Web Proxy Site Filtering Solution

I manage an office of 10 people and their web browsing is getting out of hand.  I would like to install a free web proxy (vmware linux image, or a physical machine) that will block ALL websites unless they are on the "Approved" list defined in the proxy settings.  Can you please point me to a sourceforge project, or a low-cost solution that can do this for me?

I cannot install anything on the user's machine. It must be installed on its own machine.

You could use squid:

Squid

Web proxy cache

Squid is a full-featured Web proxy cache that blocks sites and ads, acts as a proxy between you and the Internet, logs all URLs visited, and caches content.
