What is the best method to use when increasing our DHCP Scope?  We currently use 192.168.1.2 - .70 as static IPs and from .71 to .244 is dynamic.

What do you want to increase to? I would create another scope of 192.168.2.2 to 192.168.2.254 for dynamic and exclude all address for the 192.168.1.0 network for static.  I would not worry with trying to expand the scope, because you will just have to delete the current scope and create a larger one with the 192.168.1.0 subnet in it.

If this is the case, then how would you suggest implementing this solution?

Well its really up to you.  What are you looking to expand to, and we'll go from there.  Are you using Microsoft DHCP or something else.

Yes we are using MS DHCP and we are simply at a point where we are running out of IP addresses on our current scope

Take a look at this article about resubnetting http://support.microsoft.com/kb/255999

I would just create another scope for 192.168.2.0 with a 255.255.255.0 subnet mask.  Make sure you input the same scope options for this scope as you have in the other.  The router (gateway) address is most important.
