Shift+Del not working for some users in Outlook 2003

Recently, the behavior of using shift+del in outlook 2003 has changed.  It used to hard delete the item (completely remove it . . . not moved to deleted items).  

Now, using shift+del exhibits the same behavior as just pressing Del.  In other words, it moves the item to the 'deleted items' folder.  

shift+del works properly in outlook 2007.  So, it seems to be a function of Outlook 2003, as opposed to an Exchange setting or something.

Any idea how to fix it?

Recreate the Outlook user profile

i found the problem.  It was caused by enabling the user for archiving using Symantec's Enterprise Vault.  They disabled it on purpose.  They do have a setting to make it go back to the old way, though
