Exchange permissions lock down

hi guys - i am having a perplexing issue, on my exchange server (exchange 2003) all users can access everyone elses email accounts.  when i add a mailbox to a client, i can see all information before i even delegated any control.  this is a big problem, how can i reset the permissions to its default state?

this will expose the permission tab in ESM

you need to look at the org,server .... to see where its coming from but i t would appear that everyone or authenticated users have full rights.

That isn't standard behaviour, so something has been changed.
It is usually the service account trick. This is how it is done - reverse it: http://support.microsoft.com/default.aspx?kbid=821897
Watch for the permission being granted to a group, and then the users getting the permission from group membership.

i wanted to say thanks -  both of your answers proved helpful.  In exchange system manager i corrected the permissions there (under the database)
