When trying to setup the "Out of office assistant" and create a rule to forward messages to another user in Outlook 2003, I get this message "Changes to the rules could not be saved.  There is not enough memory or rules are too complex.  Try deleting some rules."  There are no additional rules.  I have completely emptied the inbox.

Have you tried re-creating the outlook profile? Try starting outlook with the /cleanrules switch and then try adding the rule again. Is this only occuring for one client?
