may be on your winXP you have framework with language pack installed.

Detecting whether or not the language pack is installed

You should use the following registry key/value to determine whether or not the .NET Framework 2.0 Japanese language pack is installed:

    Registry root: HKEY_LOCAL_MACHINE
    Key name: Software\Microsoft\NET Framework Setup\NDP\v2.0.50727\1041
    Value name: Install
    Value data type: REG_DWORD
    Value data: 1

if you want to get english messages you may be required to uninstall language pack. but if you are developing applications to work on japanese OS better to have language pack installed.
