ERROR ACCESS DINIED with NDIS Intermediate Driver (non - Admin)

I have a NDIS Intermediate Driver. But i can run only with Administrators privileges. When i run with normal user, the function CreateFile(device_file_name, GENERIC_WRITE, 0, NULL, CREATE_ALWAYS, FILE_ATTRIBUTE_NORMAL, NULL) return invalid handle and GetLastError return value 5 (ERROR_ACCESS_DENIED).  Please help me fix this bug. How to use IoCreateDeviceSecure or How to config in INF file?
