Contacts Pictures in Outlook email.

In our firm, they started adding employee pictures to our public folders contacts list.  One of our users now, when receiving an email from an employee, sees their picture in the upper right corner of the email. But he is the only one that gets the pictures, What do we need to do to enable viewing the pictures for everyone? We are a mix of Office 2003 and 2007.

That is it. If the contacts have pictures, and the contacts are selected to be an emailaddress book, then the pictures show up in Outlook 2007. Now I wonder if there is a way to "turn off" the feature without removing the pictures from the contacts?
