RPC Unavailable to the CA on Win2k3/E2K3

I've installed CA services on an Exchange 2003 Server.  The OS is Windows 2003 as well.  In Looking at the CA in an MMC I cannot do anything since it's telling me the RPC server is unavailable 0x800706ba (WIN32: 1722)

I haven't found any answers on Microsofts site or any other site that deals with this issue.  Can Someone help me please?

Check the DNS settings, Make sure the Preferred DNS server is set to point to your Windows DNS server (normally the domain controller). Stop and Restart  the NetLogon Service.
