Import contacts to AD 2003

I have a client we need to reinstall from scratch because his AD ans Exchg db are both corrupt.  In his AD he has a thousand contacts.  Is there a way to import them all at once (from a csv file for instance) into the new AD which will be reinstalled ? AD is Win2003 with Exch2003 and will be Win2003 x64 with Exchg2007.

csvde.exe used to work for Win2000 and Exchange 5.5 but what about now ?
