ActiveX, Cisco Web VPN client application install problems on IE 7

I am trying to get access to my CIsco Web VPN client through IE 7. However after I login it tries to download the installer for the Web client, but fails to start. It seems like an active x problem, but I'm not sure. I've added the ip address to my trusted sites, and I've changed the custom level under the IE 7 security tab, but to no avail. I have no trouble connecting to the Web VPN and downloading the client on IE 6, however the majority of the users that will need this access have IE 7. Do you know of what other settings can be changed to allow this application to download?

Do you have the latest webvpn client?
You can download the .msi installer and try installing it independently and then try connecting.
