HTTP Error 500.19 - Internal Server Error with IIS7.0 on Vista Enterprise

I create one web application using c#  on Vista Enterprise OS. when I run that application through VS orcas Bita 1, it works fine. but when I tried to access that application through localhost I am getting following error
HTTP Error 500.19 - Internal Server Error

This configuration section cannot be used at this path. This happens when the section is locked at a parent level. Locking is either by default (overrideModeDefault="Deny"), or set explicitly by a location tag with overrideMode="Deny" or the legacy allowOverride="false".
I have already created the virtual directory for this application

How should I resolve this error.
