    Long story short:

    GAC - storage repository for  assemblies that can be used by different applications (shared) as opposed to having it locally with your application.

    You can use gacutil to add your assemblies to it, but they have to be strong-named.

    If you're not a big company (or employed by a big company) that is planning to develop big application(s) with further updates, versioning and etc., you probably don't need to worry too much about it. Unless you write some generic useful utitility assemblies that you can share between your applications.

    type assembly at the run line in windows

    It is just a place where your code libraries can be found. Supports multiple versions of the same assembly name. Assemblies can be accessed anywhere within the machine environment, hence the "Global' part. In total GAC means Global Assembly Cache.

    That's the english version.
