Which built-in groups allow a user to restart the server?

I need to give a user permissions to restart the server. I cant give him admin rights. I want to give him shutdown-restart permissions and nothing more than he already has.

What is the lowest group i can give him that has shutdown-restart rights?

    i would solve this with the local group policy on this server!

    Start->Run->GPedit.msc->Computer Configuration ->Windows Settings->Security Settings->Local Settings->User Rights Assignment->Shutdown PC (Just add there a specified user or group)
