Desktop icons duplicating

This web page should solve your problem:

Duplicate Icons in the Desktop - Windows 2000/XP
You most likely have icons on the "default users" (Hidden XP profile folder) desktop and the "All Users" profile desktop folder. The easy way to eliminate this is to open up two explorer windows, and navigate one to this location:
C:\Documents and Settings\All Users\Desktop
and one to this location:
C:\Documents and Settings\Default User\Desktop
And pick ONE profile for these duplicates to be in...

- Whats actually happening is that you have the OS already creating some icons on every users desktop (the ones in the "All Users" profile). And some being created (copied to) on the individual users desktops when there profiles are being created for the first time (Default user icons are copied to a new users desktop upon first successful login to the device).

What you have to ask yourself is which icons/shortcuts are ment to be seen by all the users, or icons that should be seen by any new users, and then can be deleted after the profile is created for the first time by the new user individually.
