That is the irony of it. The printer we want set as the default is a HP 9130! I think I may just have to disable the HP Digital Imaging Monitor as it is agressively setting the default printer.

Just a thought, try renaming the printer you want as default so that it is alphabetically 1st.

We have multiple printers. On of them is a HP 2550. On the PC in question on logging in the default printer is changed to this printer. However, it is not a primary printer. I've added a batch file to user's startup folder which resets the default printer. However, a few seconds later the PSC is back as the default. This is most frustrating as the PSC 2550 is in a different office and is also used when the user and laptop are in that office.
