Delphi convert .eml to .msg

I know this question has been asked before but the only accepted answer was to use the Redemption.dll  however the cost is $200 and for this once off project the cost simply isn't justified.

I simply want to know how to convert a .eml file to Outlook's .msg file from delphi code without using external components/dll's (unless free).
