What you are requesting is not possible in WSS 2.0 (or SPS 2003).  This is new functionality introduced in WSS 3.0 / MOSS 2007.

The only options you have are to separate the folders by putting them into their own document libraries (or sites), or developing some sort of custom document library to add this functionality.

ACTUALLY, I found a way, i cheated the Sharepoint portal. I created several subsites under the main site and created the folders in the top level of the document library so that I could set permissions.

Thanks for the reply

Well nice job :)  By the wording of the question I thought something like that was not a valid answer - but I am glad that you got the functionality you were looking for.

WSS 3.0 is free too - and can do what you want :)
