Photoshop cs2 make portrait from cluttered background image. Make a image look like if it were a oil painting instaed of a photograph

Hi
I am trying to make a portait shot with the main character visibly having other images in front and back. How do I remove these parts and put in a pleasant background. It should not look like pasted in.
Also  how do I make a image look like if it were a oil painting instaed of a photograph?

This is a fairly complex procedure, to handle the last question first, you choose --

Open file, filter, artistic, then choose either paint Daubs, watercolor, or underpainting
or look at the Filter - Sketch menu, see what iol painting effects are they that suit your needs.

To select the main character in a portrait you need to use the polygon outline tool in the tool palette, then outline the person's face or features, then select all of that outline, then copy it to the clipboard, then open a blank document, and paste in the picture, at the same time as choosing the background color you want.

Perhaps a photoshop tutorial will help you will all these functions --

you can extract the area of the image using lasso, pen tool .

Dont know about using the oil painting effect on  person coudl be fun outcome may look old and wrinkled Filter > Texture > Texturizer I think.
