Hub transport and client access server

We are looking into implementing an Exchange 2007 CCR environment.  My question is this: According to my research, I cannot run the HUB and CAS roles on the same cluster/servers as the mailbox cluster.  Is this correct? And if so, do I need to purchase another x 64 machine, and OS to run this on.

If that is the case, it sort of beats the purpose, because you will still have a single point of failure on the HUB/CAS server.

If it can be installed on the same cluster as the mailbox role, how is this done?

CCR is for mailboxes only.
If you want to avoid single point of failure on the other services then you need to use two machines and NLB.
For full redundancy in an ideal deployment you would have six machines total.
Two on CCR, two holding the other roles on NLB and two edge servers.

What would the licensing implications be? Would I need to acquire an Exchange 2007 license for every single machine?
Yes - you need an Exchange license for all machines.
Although remember that you would only need an Enterprise license for the cluster machines. The other roles will go on standard edition - like frontend servers in the Exchange 2003 world could be run on standard edition.

I would also say that the scenario I have outlined above is Microsoft's dream scenario. The case for an Edge is not that strong. I can do everything that Edge does with a standard copy of Windows 2003 (even Web edition) and some well chosen third party tools, all for much less than the cost of Exchange 2007.
