How do I create custom actions in Outlook 2003 Rules and Alerts?

I am trying to figure out how to use the "custom action" option that is available for created rules in Outlook 2003 Rules and Alerts. I can't figure out where I need to go to create them and then how to make them available to use in the Rules and Alerts.
