whats the difference between flash cs3 and flex builder

ok so is programing action script in flash cs3 different than programming in fkex developer?  and are import statements necessary when using the flash cs3 environment to program in?  Im noew to action script  and I have been viewing tutorials on actionscript except is is instructed using flex builder.

    Flash CS3 and flex 2 make use of Actionscript version 3. The main difference is the way in which you create content in flash and flex. Flash lets you do things in a designers perspective (what you see is what you get on the timeline and stage). Flex on the other hand is a developer's tool (what you type is what you get, or something like that). You can still use Flash CS3 to do actionscript though.
